Co-Director – Page Dobbs, PhD

Dr. Dobbs earned an MS and a PhD in Community Health Promotion from the University of Arkansas’ College of Education and Health Professions. She joined the University of Arkansas faculty as an Assistant Professor of Public Health in the Department of Health, Human Performance and Recreation, in 2020. Dr. Dobbs’ research focuses on social factors that influence perceptions and behaviors among vulnerable populations. She has published quantitative, qualitative, and mixed-methods research that examined the use of cigarettes and electronic cigarettes (e-cigarettes) among youth, young adults, minority populations, and pregnant women. She has also developed and validated theory-based measures that examined young adults’ behavioral intention to use e-cigarettes.


Mance Buttram

Co-Director – Mance Buttram, PhD

Dr. Buttram received his Ph.D. in Sociocultural Anthropology from Florida International University, with a focus on health disparities.  His primary research interests are the social-environmental context of substance use and related HIV transmission risk behaviors and the diversion and non-medical use of prescription drugs.  Currently, Dr. Buttram serves as Principal Investigator of a large national surveillance study of prescription drug diversion; and he previously served as Principal Investigator of a National Institute on Drug Abuse (NIDA)-funded study of the non-medical use of gabapentin.
